Government granted an exemption from COVID-19 restrictions for the Black Nights Film Festival

The government made a decision to grant a special permit for the Tallinn Black Nights Film Festival in the event of additional restrictive measures taken to combat the COVID-19 epidemic, declaring the festival an event of overriding societal and national interest.

Event organisers are obligated to adhere to the measures set forth in the risk management plan and apply additional risk mitigation measures prescribed by the Health Board, if necessary.

Tallinn Black Nights Film Festival (PÖFF) running from 12 to 28 November is a major international event that is considered among the world’s most prestigious, i.e. Class A festivals. This year’s festival features more than 220 full-length films and a conference, and is a meeting place with 900 international guests. Cancellation of the festival would cause irreparable reputational damage and possible court actions with cooperation partners at both national and international levels.

As a result, PÖFF applied for an exception as an event of overriding societal and national importance, which allows PÖFF to take place even in the event of additional restrictions.

In the event of early closing of cinemas, the special permit allows PÖFF screenings to run until 23:00. In the event of further occupancy restrictions, PÖFF shall adhere to these restrictions, but may hold its screenings at a minimum of 20% capacity.

In the event of possible additional restrictions regarding working hours and/or remote work, the minimum number of employees required to organise PÖFF are allowed to do their work at the necessary time and place. The PÖFF team and volunteers are fully vaccinated.
