The restriction does not apply to all Russian citizens. Crossing the state border will continue to be possible
- for Russian nationals visiting direct ascendants and descendants (children, grandchildren, parents, grandparents); a spouse, a person with whom one shares minor children. The person that is visited has to be the citizen or a holder of a long term residence permit of Estonia or some other European Union country, living in Estonia. It is also allowed to enter the country if the Russian citizen is travelling with a person that is visited who is compliant with the mentioned requirements. NB! It is not possible to visit a relative, spouse or person with whom you share minor children if that person is living in Estonia based on a temporary residence permit.
If a Russian citizen wishes to enter Estonia to visit a citizen or a holder of a long-term residence permit of Estonia or another European Union country living in Estonia, or is travelling with them, but the person that is visited or a fellow traveller of the Russian citizen is not their ascending or descending relative (child, grandchild, parent, grandparent), spouse or the parent of a shared minor child then the Russian citizen cannot enter Estonia.
- diplomats;
- Russian nationals with a short-stay visa and registered employment in Estonia or with a student visitor visa;
- people directly employed in the international transport of goods and passengers.
Exceptional entry is also allowed on humanitarian grounds and for dissidents. The entry restriction does not apply to border crossers with a long-term (type D) visa.

The restriction concerns valid visa holders and the entry of Russian citizens into the country with a Schengen visa issued by Estonia. Government approved a sanction restricting the issuing of visas on the 11th of August.

A spouse who is a Russian citizen cannot enter Estonia.
Yes, if the purpose of the trip is not covered by the sanctions. The situation is only different for non-registered partners because only those partners that have a shared minor child are not covered by the sanctions.
Entry into Estonia is not allowed to a Russian citizen who is visiting or travelling with a person who is a citizen or long term residence permit holder of Estonia or some other European Union country and is residing in Estonia, if the Russian citizen is not a descendant or ascendant (child, grandchild, parent, grandparent) of the person visited or travelled with, or his spouse or a parent of a minor child shared with him.

Only if you enter Estonia with a family member who is a European Union citizen. The status of the family member has to be proven upon entering Estonia. A family member of a European Union citizen is:

Yes. The holders of Schengen visas who are in transit are allowed to return home through Estonia even after the sanctions have come into force.

It is allowed to come to a funeral. It should be taken into consideration that upon entering Estonia there is an obligation to prove the purpose and conditions of the planned stay. All circumstances are checked at the border.

Russian citizens who have real estate in Estonia will no longer be able to get a visa to visit Estonia and they have to manage their property from a distance.

In Russia, the Russian Federation considers Estonian-Russian double citizens to be Russian citizens and Estonia’s possibilities to offer consular assistance are limited, including with issues regarding the mobilization.
There have been cases where the Russian border guards check the border crossers’ personal electronic devices and their content, including social media posts, in the course of crossing the border.
NB! It is only possible to receive consular assistance from the Estonian Embassy in Moscow, where you have to show up in person, for instance if you have lost your passport, in order to get a temporary travel document with which to leave the country. Visas for Russian citizens: exceptions
Yes, the employees of a diplomatic representation or a consular post located in Estonia, as well as their family members can still visit Estonia. Family members are a spouse/a registered partner and children. It should be kept in mind that in the case of registered partnership, the decisive factor is whether the partnership is officially recognized in the sending country.
It is allowed to enter Estonia from some other Schengen country, e.g. Finland, regardless of the purpose of the visit.
If returning to your home country is dangerous even after your studies are concluded, it is possible to apply for international protection in Estonia on equal basis with the citizens of other countries.
It is possible to apply for an extension of your residence permit for up to one year in order to conclude your studies. An application for this has to be submitted to the Police and Border Guard Board.
Yes. Those directly involved with the international transport of goods and passengers, including crew members servicing an international means of transport and persons conducting repairs, warranty or maintenance work on the means of transport are allowed to visit Estonia.
