Estonia stops recognising non-biometric Russian passports

Starting from 31 March, the Republic of Estonia no longer recognises non-biometric foreign passports issued by the Russian Federation. People who have a residence permit from Estonia or another European Union member state and are currently using a non-biometric Russian foreign passport have until 30 September 2025 to apply for a biometric passport as a travel document.
  • The non-recognition of a travel document means that a non-biometric foreign passport cannot be used to cross Estonia’s land, air, or sea borders, nor can it be used to apply for a visa to Estonia.
  • Information about applying for a biometric passport is available on the website of the embassy of the Russian Federation.
  • Individuals with a non-biometric Russian passport who do not have a residence permit from Estonia or another European Union member state cannot enter Estonia after 31 March 2025. 
  • Holders of a residence permit from Estonia or another European Union member state have until 30 September 2025 to switch to a biometric passport; until that date, they can enter Estonia with a non-biometric passport.
