Levels of risk

On May 5, 2023 the World Health Organisation WHO ended the global health emergency at the highest level. A few days earlier, on May 2, the Health Board canceled the COVID-19 emergency threat in Estonia. The world is at the stage of exiting the pandemic. The spread of COVID-19 is still extensive but is no longer posing an acute emergency threat to health care as a whole. Therefore, from the second week of May, data regarding COVID-19, including the risk level, will not be updated on the kriis.ee website.

Level of risk is moderate (as of May 2, 2023)

The main meters are the number on people infected with COVID-19 and the number of people hospitalised.

The vertical column shows the average number of new COVID-19 hospitalisations (0 to >60) in the last 7 days, and the horizontal line the average number of people infected with COVID-19 (0 to > 2500) in the last 7 days. The white ring notes the risk level in Estonia.

Instructions for how to behave at different risk levels

The risk level of the spread of the coronavirus can be low, medium, high, and very high. The Government reviews the risk level once a week and the state of the meters is also updated in accordance with that. In addition to the meters, it is also possible to glean information about the spread of the coronavirus from monitoring studies. In making their prognoses, the Scientific Advisory Board takes the share of population that has active immune protection into account. It is also necessary to consider the social-economic situation when taking decisions.

Everyone can adjust their behaviour and actions according to the risk level of the spread of the virus. The general instructions on how to behave can be found from the table below.

Low risk level

The coronavirus spreads in the community in isolated cases of known origin, but the risk of wider spread remains. The aim is to prevent the spread of the virus and to maintain vigilance so that restrictions are not imposed.

  • Get vaccinated and help people close to you to get vaccinated as well
  • Wash your hands
  • Support the vaccination of employees and visitors
  • Ensure well-ventilated rooms
  • Put together a risk analysis and an action plan
  • Guarantees a vaccination opportunity for everyone
  • Guarantees testing opportunities
  • Establishes possible outbreaks

Moderate risk level

There are outbreaks of infection in the community and the total number of infections is increasing. The aim is to prevent risk groups from becoming infected and avoid the need for restrictions.

In addition to the previous:

  • Wear a mask in crowded indoor spaces
  • Do a rapid test before meeting people in a risk group
  • Even if your symptoms are mild, stay home and do a rapid test
  • If the rapid test is positive, consult a doctor

In addition to the previous:

  • Give recommendations on how to behave
  • Offer disinfectants and face masks
  • Offer testing opportunities
  • Offer vaccination opportunities

In addition to the previous:

  • Enacts measures to slow the growth in infection numbers

High risk level

There is a spread of infection outside the outbreaks in the community and the risk of the virus spreading very widely. The aim is to ensure standard medical care and to avoid the need for extensive restrictions.

In addition to the previous:

  • Work from home, if possible
  • Organise your meeting virtually or in open air

In addition to the previous:

  • Enable distance work
  • Reduce risky contacts

In addition to the previous:

  • Enacts measures to reduce infections

Very high risk level

Infections are very widespread in the community and the total number of infections is growing very fast. Our goal is to provide emergency medical care and follow the restrictions so it would be possible to reopen society.

In addition to the previous:

  • Bring the number of face-to-face meetings to a minimum

In addition to the previous:

  • Enable and recommend distance work and distance learning
  • Bring the number of face-to-face meetings to a minimum

In addition to the previous:

  • Enacts measures to quickly reduce infections
