Government updates list of exemptions for foreigners permitted to enter Estonia

Tallinn, Stenbock House, 26 March 2020 – The Government coordinated the exemptions provided in different orders regarding foreigners who are allowed to cross the state border to enter Estonia. The circle of foreigners included in this exemption was also expanded.


It was set out that in addition to the already established exemptions, foreigners who are asymptomatic and who are directly involved in transporting goods and raw materials, including the loading of goods or raw materials, may cross the state border.


Of persons related to the international transport of goods and passengers, members of the team or crew servicing the international means of transport, and the persons performing repair, warranty or maintenance operations on the means of transport, may enter the country.


Foreigners who are related to the business continuity of critical services may enter Estonia.


Also people, whose arrival in Estonia is related to the maintenance, repair or warranty activities of a device, or operations related to information and communication technology, if these are necessary for ensuring the operation of a company.


Said measures shall apply until this Order is changed and the need for these measures shall be assessed no later than after every two weeks.


More specifically, the Government approved the amendment of Order No. 78 “Temporary restriction on crossing the state border due to the spread of the coronavirus causing the COVID-19 disease” of 15 March 2020.
